this would make people turn away from the american liberalism because it proves big government doesn't work. is he overstating it? >> i don't think he is in the sense of health care. democrats are trying to get health care since harry trumman called for it 70 years ago. so, if it does self destruct, there is no doubt it will set back a key liberal cause i am sure for a decade but it will impact. on the other hand, it works the opposite way, too if it works, the republicans will be on the wrong side of history like they were on medicare and other programs that they opposed and became so popular that the american people would not let it go. >> and the issue here, matt take it any direction you choose, all of the democrats voted for it. none of the republicans did.

and so who were the forces that unite on the right? or right of center or a round the conservative side in opposition? or perhaps in stronger doubt than before based on what they watched in the past several weeks? >> that's right, bill. we have had a conversation as a party and nation around the tactibs of funding obama care and now obama care getting implemented. it is not important that republicans are opposing and expressing concerns, but you are starting to have democrats that are up in red states next year, especially in the senate who are saying, hey, maybe we need to rethink this thing and maybe you ought to be hold on to the coverage and deserve a year delay so we can get the website working so you can shop. because he went with a democratic only strategy and

there is a new controversy surrounding the nsa. the spy agency denying reports that it eavesdropped on the vatican, spied on the pope. kentucky senator rand paul wants an answer on this, live from the hill now. 30 minutes ago, you introduced what on the senate floor regarding this? >> i introduced a resolution asking the president to come clean. he apparently wasn't aware that we were monitoring the phone calls of the chancellor of germa germany. i wonder if he wasn't aware that we may have been monitoring the phone calls of the pope. this is so over the top that has to stop. and really, this resolution calls on the president to get control of what's going on with this spying. i don't think it does any good for diplomacy to be spying on the pope and i want an answer from the president. >> now, a couple things here. the nsa categorically rejected this report that came out of italy earlier today. in fact, the vatican, a

spokesman said unaware of the allegations and downplayed the report. what do you say to that? >> yeah, but here's the question. the nsa also says collecting bulk data on americans is not spying. so, you have to parse their words, okay? because when director clapper came to congress, he said they weren't collecting any data. they've lost a lot of credibility. but the other thing here is, they may well have collected data on the pope, but they're saying it wasn't spying because they didn't listen to his phone calls. i think we need to know, were they monitoring his phone calls? were they collecting any records on the pope? and i expect an answer from the president. >> just to be specific, what difference would if make, for lack of a better phrase, what difference would it make if the president denied this publicly? >> well, it makes a difference because, do we want to be the country that is spying on the pope? for goodness sakes what good is that? >> but if the nsa -- >> does that help our standing at home? >> i understand, but if the nsa
